I've spoken to HCC's highways team about a number of local issues, consequently, there are a number of updates to give you, which I will post separately so you can share those appropriate to your own area should you wish.
If you remember, Winchester Road was due to be closed between the Plaza Roundabout and the Sun Arch from this coming Monday for a period of up to 9 weeks by Southern Water as they replaced the sewer that runs under the road.
The delayed resurfacing of the road was due to be completed at the end of that work. (It being a complete waste to resurface the road last summer as original planned only for it to be dug up again within 6 months)
In late November Southern Water informed us that they would not be going ahead with the work after all and would be delaying it to two stages 'likely to be in 2024 and 2025'. Absolutely infuriating.
In order for the road to be resurfaced the air temperature needs to be above 10-12 degrees, so this can't now happen until the Spring. In the meantime the potholes are returning and the surface is such that when they are fixed the repair pops out relatively quickly.
HCC will be fixing the potholes there as soon as possible, doing so safely means doing it at night largely, so that is an added complication.
At the same time we are talking to Southern Water to ascertain exactly what they are planning to do now, and when. There are two options, partially resurface the road in the areas where they are not going to be working in future, or go ahead with the resurface this Spring/Summer with an agreement for them to pay for complete reinstatement once their work is complete. We believe the scope of the Southern Water work may be changing which may make the latter option more acceptable.
I'm sorry. It is a tremendously frustrating situation for both Councillor Mark Cooper (who is assiduously chasing too) and myself.
